A trusted figure in Rhode Island public life.
During the COVID-19 pandemic, Dr. Garcia ran community vaccination clinics and translated fast-moving science into language families could act on. That work earned municipal, state, and multiple Congressional citations. It reflected a longer pattern: a scientist willing to stand between complex institutions and the people they are meant to serve.
Today that service continues through governance. He helps steer the boards that shape health and education for underserved Rhode Islanders, and he is a recognized leader in his state's Dominican community.
- Neighborhood Health Plan of Rhode Island Serves on the board of directors of the state's nonprofit health plan for underserved communities, and as Vice-Chair of its Clinical Affairs Committee.
- Central Falls Children's Foundation Led the foundation as Executive Director, building programs across pediatric care, maternal and child health, mental health, housing stability, and workforce pathways for local families.
- INDEX Health Founding member of the health arm of the Institute of Dominicans in the Exterior, connecting Dominican health professionals across the diaspora.
- Boards and public advising Serves on the board of Blackstone Valley Prep and the Rhode Island Cannabis Advisory Board, and has advised the offices of the Governor, the Lieutenant Governor, and the mayors of Central Falls and Pawtucket.
- Emergency management Served as Deputy Director of the Central Falls and Pawtucket Emergency Management Agency during the COVID-19 pandemic.
